The US State Department has reaffirmed its highest travel warning for Russia — Level 4: Do Not Travel. In updated recommendations published on December 29, 2025, US citizens in Russia are strongly advised to leave the country immediately on available commercial flights.
The main reasons for this warning are:
The ongoing war between Russia and Ukraine, leading to destabilization of the situation, including the risk of drone attacks and explosions even in large cities such as Moscow and St. Petersburg.
High risk of unlawful detention, persecution, or arbitrary application of local laws by Russian authorities. Americans have repeatedly been arrested on fabricated charges, without access to a fair trial or consular assistance.
Limited ability of the U.S. Embassy in Moscow to provide assistance: staff has been reduced, consulates are closed, and support outside the capital is virtually non-existent.
Risks of terrorism, arbitrary detention, and problems for dual nationals (Russia may not recognize U.S. citizenship, may prevent departure, or may even call for military service).
The State Department statement emphasizes: “U.S. citizens in Russia should leave immediately. If you decide to stay or travel to Russia, you are taking an extreme risk.”
