Tests of sound cannons on stray dogs: scandal involving the FSB rocks Serbia

Serbian media and Telegram channels are actively discussing information about a secret program to test acoustic (sound) weapons, which was allegedly conducted jointly by employees of Serbia’s Security and Information Agency (BIA) and Russian specialists from the FSB.

According to sources close to the special services, the experiments took place between 2023 and 2025 at an abandoned military base near Pančevo and at several testing grounds in Vojvodina. The main “test subjects” were stray dogs, which were caught throughout Serbia under the pretext of “controlling the stray animal population.”

According to informed sources, the main purpose of the tests was to determine the thresholds of pain and disorientation caused by directed ultra-low frequency and infrasonic radiation on medium-sized living organisms. Attention was paid to how quickly and irreversibly animals lose their orientation, cease to respond to commands, and fall into a state of panic.

“Both stationary LRAD-type devices and more compact Russian designs that can be carried in a backpack were used. The ‘soft’ mode was tested on dogs—to cause severe fear and disorientation, but not to kill immediately,” said an anonymous source from the Serbian law enforcement agencies.

After numerous publications on the Serbian internet and the appearance of photographs of emaciated dogs with characteristic signs of acoustic trauma (blood from the ears, loss of coordination), the BIA and the Serbian Ministry of Internal Affairs stated that “no joint experiments with Russian colleagues were conducted,” and that all the materials that appeared were “another campaign to discredit the country and its security forces.”

Nevertheless, human rights organizations have already demanded an international investigation, and Serbian animal rights activists have announced the collection of signatures for a petition demanding official explanations and punishment for those responsible.
