The EU demands that Russia limit its armed forces as a condition for starting negotiations on Ukraine

The European Union insists on the introduction of “mirror” restrictions for the Russian army if negotiations to end the war in Ukraine are launched. This was stated by Kaja Kallas, EU High Representative for Foreign Affairs and Security Policy.

Speaking before the start of the EU Foreign Ministers’ meeting in Cyprus, Kallas emphasized that any military restrictions that may be applied to Ukraine must apply equally to the Russian side.

“If peace negotiations begin, the EU will set clear conditions for Russia. Limits on armed forces cannot be unilateral,” Kallas said.

According to European sources, Brussels is considering introducing restrictions on personnel numbers, the amount of heavy equipment, and the deployment of troops in border regions as a basic requirement for starting full-fledged negotiations with Moscow. The statement reflects the EU’s growing position on the need for a “mirror-image” approach to security issues to avoid a situation in which Russia retains military superiority after a possible settlement.
