Leaders of the United Kingdom, France, Germany, and Ukraine agree on five conditions for conflict resolution

Leaders of the United Kingdom, France, and Germany, together with President of Ukraine Volodymyr Zelenskyy, following their meeting in London, emphasized Europe’s key role in resolving the Russian-Ukrainian war and formulated five mandatory conditions for achieving a just and lasting peace. This was stated in a joint declaration published on the website of the British government.

The meeting took place on 7 June in London with the participation of UK Prime Minister Keir Starmer, French President Emmanuel Macron, German Chancellor Friedrich Merz, and Volodymyr Zelenskyy. The parties reaffirmed their “unwavering support” for Ukraine in its struggle against Russian aggression and stated that all efforts toward a settlement must be carried out in close cooperation with Kyiv, other European partners, and the United States.

The leaders agreed on the following key conditions:

Immediate cessation of hostilities. A call on Russian President Vladimir Putin to agree to a full and immediate ceasefire.

Line of contact as the starting point for negotiations. International borders cannot be changed by force, and Ukraine’s sovereign right to choose its security arrangements and alliances must be fully respected.

Reliable security guarantees for Ukraine. Following the entry into force of a ceasefire, Kyiv must receive legally binding security guarantees, including the deployment of multinational forces in Ukraine. This builds on previous agreements reached in Berlin (December 2025) and Paris (January 2026).

Freezing of Russian assets. Russian assets will remain frozen until Moscow ceases its aggression and compensates Ukraine for the damage caused.

Protection of European security interests. Any agreements concerning the EU and NATO will require the consent of the respective parties.

Participants of the meeting welcomed recent successes of Ukrainian forces on the battlefield, including the liberation of territories and the effective use of drones. At the same time, they strongly condemned Russian missile and drone attacks on Ukrainian cities, including the use of Oreshnik missiles, as well as incidents involving Russian drones over NATO territory.

The leaders discussed further strengthening military assistance to Ukraine, increasing pressure on the Russian economy, ramping up production of air defense systems, and long-term industrial cooperation. They also supported President Zelenskyy’s initiative for direct dialogue between Ukraine and Russia with active participation from the United States and Europe.
