EU member states have unanimously approved a mandate for negotiations with the European Parliament on a new framework designed to enable seamless, rapid, and large-scale movement of military forces and assets across the European Union and beyond. The initiative aims to eliminate regulatory barriers through harmonized permit procedures and digitalization, establish a new European Military Mobility Enhanced Response System (EMMERS) for expedited operations in exceptional circumstances, modernize dual-use transport infrastructure, and strengthen protection of critical military transport networks.
It also includes the creation of a “solidarity pool” for military mobility resources and improved coordination at both EU and national levels.
The proposed rules would allow rapid permit approvals and priority access for military transports. National military transport coordinators will serve as single points of contact to ensure integrated government-wide responses.
The framework also seeks to fully incorporate non-EU NATO allies, reinforcing EU-NATO cooperation in this area. The new regulation is expected to be adopted by co-legislators by the end of 2026.
