A new package of national restrictions on the import of industrial goods of Russian and Belarusian origin entered into force in Latvia on September 1, 2026. The Cabinet of Ministers approved the decision on August 25 after the Saeima earlier adopted amendments to the law on support for the civilian population of Ukraine.
The ban covers printed books, newspapers and other printed materials, clothing and other finished textile products, footwear, headwear, as well as toys, games and sports equipment. The restrictions apply not only to direct imports from Russia and Belarus, but also to goods originating in those countries that are brought in via third states. Transit through Latvia to other EU countries is not affected.
The Latvian Ministry of Foreign Affairs said the measures are intended to protect national security interests, reduce Russia’s and Belarus’s export revenues, and limit the inflow of Russian propaganda materials into the country. “These goods are not unique; sufficient alternatives are available in other markets. It is important for Latvia to take a clear stance and move toward severing economic ties with the aggressor in all areas,” the ministry said in a statement.
The new ban complements existing EU sanctions and Latvia’s national restrictions on energy resources as well as agricultural, fish and food products from Russia and Belarus. The government is required to review the effectiveness of the measures annually.
Since 2022, Latvia’s economic dependence on these countries has fallen sharply: the value of imports dropped by 91 percent — from €2.129 billion in 2022 to €193 million in 2025. Imports of the product groups now banned amounted to about €12.5 million in 2025.
The authorities stress that pressure on the economies of Russia and its ally Belarus must continue at the national, regional and international levels.
