The U.S. House of Representatives on September 16 gave final approval to a bill tightening sanctions on Russia, named after the late Republican Senator Lindsey Graham.
The measure passed 262–159. The Senate approved it in August, so the bill will now be sent to President Donald Trump for his signature.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 would impose sanctions on Russian officials, banks, and the “shadow fleet,” and would authorize tariffs of up to 100% on the largest buyers of Russian energy. It would also extend sanctions on Iran.
Trump had previously voiced support for the initiative. After he signs the bill, the key measures are expected to take effect within 30 days.
