EU tightens oversight of ChatGPT, Reddit and Roblox

On 30 August 2026, the European Commission officially designated ChatGPT as a Very Large Online Search Engine (VLOSE) and Reddit and Roblox as Very Large Online Platforms (VLOPs) under the Digital Services Act (DSA). The services reported that they reach at least 45 million average monthly users in the EU, which meets the threshold for designation.

After notification, the companies have four months — until January 2027 — to comply with the additional DSA obligations. These include assessing and mitigating systemic risks related to the spread of illegal content, effects on minors, users’ physical and mental well-being, fundamental rights, electoral processes and public security, including through algorithmic systems.

The Commission gains investigative powers to examine how the services and related systems work. Supervision will be carried out together with national coordinators: Coimisiún na Meán (Ireland) for ChatGPT and Reddit, and the Netherlands Authority for Consumers and Markets (ACM) for Roblox.

ChatGPT is classified as a hybrid service and a search engine: an AI system that responds to user prompts and queries, including by searching the web. Reddit is a discussion-based platform with topic-based communities. Roblox is an immersive gaming and creation platform where users create, publish and play games made by other users. All three services were already subject to the general DSA obligations for platforms and search engines.

With these designations, 28 very large online platforms and search engines are now listed under the DSA. Supervision is shared between the Commission and Digital Services Coordinators in the Member States.

“These new designations mean that ChatGPT, Reddit and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society. We continue to watch the digital landscape closely and will not hesitate to designate any platform that meets the threshold for enhanced supervision,” the Commission said.
