TotalEnergies Calls for Immediate Investigation into Alleged Massacre at Mozambican Gas Project

The French energy group TotalEnergies has urged the Mozambican government to launch an immediate and independent investigation into allegations of a massacre at its liquefied natural gas (LNG) project in northern Mozambique. The claims involve reports of severe human rights abuses allegedly committed by Mozambican military forces near the company’s Afungi site in Cabo Delgado province.

TotalEnergies, through its subsidiary Mozambique LNG, said it conducted its own internal review but found no evidence to confirm the accusations of killings, torture, and disappearances. The company stressed its readiness to cooperate fully with the authorities and highlighted the importance of transparency and accountability.

According to the allegations, between 180 and 250 people were detained for several months in containers at the entrance of the gas facility. Only 26 were said to have survived, while the rest reportedly died from suffocation, beatings, shootings, or forced disappearances while under the control of Mozambican forces.

The Mozambican Ministry of Defence has stated it is open to an independent investigation. However, concerns remain about whether the government can impartially oversee the process, given the military’s alleged involvement.

Meanwhile, protests have erupted near the Afungi project site, where residents have blocked access to the gates, demanding justice and greater respect for human rights.

TotalEnergies has already faced scrutiny over its presence in Cabo Delgado, a region marked by insurgent violence and long-standing social tensions. Operations at the $20 billion LNG facility were suspended in 2021 after attacks by Islamist militants. Despite these disruptions, the company continues to emphasize its intention to resume activities once conditions are deemed secure.

The controversy has left TotalEnergies in a difficult position, balancing its major economic interests against growing pressure to demonstrate genuine commitment to human rights. Calls are mounting for an independent investigation to ensure accountability and determine responsibility.
