Norway opens investigation into suspected embezzlement of millions in Ukraine aid funds

A criminal investigation has been launched in Norway on suspicion of misconduct and possible misappropriation of funds allocated to support Ukraine, according to the Norwegian newspaper VG.

The investigation concerns supply of medical materials and protective equipment — including protective masks — provided under Ukraine aid programmes, including the Nansen Programme. Two individuals — a Norwegian military officer and a company director — have been charged in connection with alleged procurement violations. The total amount potentially misappropriated is estimated at tens of millions of Norwegian kroner.

Norwegian law enforcement authorities, including the specialised economic crime unit Økokrim, are continuing their work to establish the full circumstances of the case. The suspects are accused of possible price inflation, misuse of funds, or other violations in the execution of aid supply contracts.

Since the start of Russia’s full-scale invasion, Norway has provided Ukraine with substantial military, humanitarian, and financial support amounting to billions of kroner. Norwegian authorities have repeatedly emphasised a zero-tolerance approach to corruption and have called for strict oversight of how allocated funds are spent.

At this stage, there is no indication that the investigation implicates the Ukrainian side — suspicion is focused on Norwegian participants in the procurement process. The investigation is ongoing, and official statements from the Norwegian government and Foreign Ministry remain limited.

This incident marks the first notable case of its kind in the context of Norwegian aid to Ukraine since 2022. Experts note that large-scale aid programmes inherently carry risks of corruption and abuse, and that Norwegian authorities are consequently strengthening monitoring and transparency mechanisms.
