The EU launches final approval procedure for €90 billion package for Ukraine

The European Union has moved to the final stage of the legal formalization of a major €90 billion financial aid package for Ukraine. Ambassadors from all 27 EU member states are expected to approve the last technical amendments as early as this Wednesday, April 22.

The program is designed for 2026–2027 and aims at long-term sustainability of Ukraine’s economy and defense:

€60 billion — for strengthening defense capabilities and procurement of weapons.

€30 billion — for direct support of the state budget and social payments.

The process gained momentum following political changes in Hungary. According to diplomatic sources, the item has been placed on the EU ambassadors’ agenda under the “no discussion” procedure — diplomatic shorthand for a pre-existing consensus having been reached among all capitals.

“This is the final technical element needed to launch the credit line,” a representative of Cyprus, which currently holds the rotating presidency of the EU Council, commented on the situation.

Following the formal approval by ambassadors, a “written procedure” for the final adoption of the decision will be initiated. If the schedule is held, the first tranches could reach Kyiv as early as May 2026.

The funds will be raised against EU budget guarantees, allowing Ukraine to secure financing on the most favorable concessional terms. A key condition of the program remains the continuation of rule-of-law and anti-corruption reforms.
